VILLAGE OF EAGLE

January 16, 2017


The Village Board of Trustees met in regular session at 7:00 p.m. on January 16, 2017 with Moore, Schukei and Meier present. Young and Rash were absent. The Agenda items listed thereon were sufficiently descriptive to give the public reasonable notice of the matters to be considered at the meeting. The Chair, at the beginning of the meeting, informed the public about the location of the posted current copy of the Open Meetings Act. Chairperson Moore named the three (3) areas where the agenda was posted as follows: Community Building, Village Clerk’s Office, and Eagle State Bank.

Chairperson Moore opened the Public Hearing at 7:00 p.m. concerning the One & Six Year Street Improvement Program. Justin Stark (Olsson Associates) gave an overview of what the 2017 One & Six Year Street Plan consists of and what is required. Stark said the One Year Plan consists of general maintenance and two projects consisting of approximately two blocks of street paving on 4th Street between ‘A’ & ‘B’ Street and ‘F’ Street between 3rd & 4th Street. The Village’s share of the total estimate is $215,000. Stark said the 6 Year Plan consists of three projects consisting of approximately five blocks of street paving on 4th Street from south of North Railway Street to ‘B’ Street and ‘F’ Street between 4th & 6th Street. The Village’s share of the total estimate for these projects is $471,000. Schukei noted that sidewalks need to be added to the plans for the street paving on the two ‘F’ Street projects. Stark will update the forms to include sidewalks. Moore asked if there were any comments or questions from the public. There were no comments or questions from the public.    

Motion by Meier, second by Schukei, to close the public hearing at 7:10 p.m. concerning the One & Six Year Street Improvement Program. Voting: Ayes – 3. Motion carried.

Motion by Meier, second by Schukei, to introduce Resolution 2017-01. Voting: Ayes – 3. Motion carried.

Chairperson Moore read Resolution 2017-01 entitled:

RESOLUTION NO. 2017-01

WHEREAS, The Village of Eagle, Nebraska, has conducted a public hearing in accordance with the requirements of the Board of Public Roads Classification and Standards.

NOW, THEREFORE, be it resolved by the Chairperson and Village Board that the One and Six Year Plan for streets as presented at said public hearing has been accepted and approved.

Motion by Schukei, second by Meier, to adopt Resolution 2017-01. Voting: Ayes – 3. Motion carried.

Motion by Moore, second by Schukei, to approve reimbursement request to Colby Series I, LLC in the amount of $58,809.00 for the street extension at 21160 ‘O’ Street. Voting: Ayes – 3. Motion carried.

Open Forum – No public comment.

Motion by Moore, second by Meier, to approve Jeremy Slaughter as a member of the Eagle Fire & Rescue Department. Voting: Ayes – 3. Motion carried.

Motion by Meier, second by Moore, to approve Gilliam Construction’s bid to repair the main entrance door and wall at the Village office and install a new sliding window in an amount not to exceed $2,500.00. Voting: Ayes – 3. Motion carried.

Motion by Moore, second by Schukei, to approve Richard Firebaugh’s proposal for Building Inspector/Zoning Administrator support and consultation at a rate of $75.00 per hour effective April 1, 2017. Voting: Ayes – 3. Motion carried.

Motion by Meier, second by Moore, to approve minutes as typed for the previous meeting. Voting: Ayes – 3. Motion carried.

Motion by Moore, second by Meier, to go into executive session at 8:18 p.m. to discuss Jeremy Slaughter’s preliminary employee evaluation and to protect the reputation of the employee. Voting: Ayes – 3. Motion carried.

Chairperson Moore said the board has come out of executive session at 8:34 p.m. after discussing Jeremy Slaughter’s preliminary employee evaluation. No action taken.

The meeting was adjourned at 8:35 p.m.

Village of Eagle now has the recycle trailer full time. The recycle trailer is located next
to the Village Office
at 540 C Street.
