VILLAGE OF EAGLE

May 15, 2017


The Village Board of Trustees met in regular session at 7:00 p.m. on May 15, 2017 with Moore, Young, Rash, Schukei and Meier present. The Agenda items listed thereon were sufficiently descriptive to give the public reasonable notice of the matters to be considered at the meeting. The Chairperson, at the beginning of the meeting, informed the public about the location of the posted current copy of the Open Meetings Act. Chairperson Moore named the three (3) areas where the agenda was posted as follows: Village Clerk’s Office, Eagle Fire & Rescue Department and Eagle State Bank.

Chairperson Moore opened the Public Hearing at 7:00 p.m. for the purpose of hearing testimony concerning a zoning change and amendment of the Eagle Zoning Map from AG (Agricultural) to I1 (Light Industrial) for Tax Lot 23 (Outside City) located in the Southwest Quarter of Section 21, Township 10 North, Range 9 East of the 6th Principal Meridian, Cass County, Nebraska containing 9.62 acres. Nystrom said the Planning Commission met on April 18, 2017 and recommended approving the zoning change contingent upon obtaining a permanent easement for the associated driveway and allowing for a 10-foot high fence for security purposes. Dave Halvorsen was present and introduced himself as the property owner. Halvorsen said he agrees with the Planning Commission’s terms and said the west section and 100’ of the south section of his property will be fenced with chain link with slats installed for added privacy. Moore asked if the easement has been obtained. Halvorsen said he owns both affected properties but does have his surveyors working on the easement for the driveway. Moore asked if there were any comments or questions from the public. There were no comments or questions from the public.    

Motion by Meier, second by Young, to close the public hearing at 7:04 p.m.  Ayes – 5. Motion carried.

Chairperson Moore called the regular meeting to order 7:05 p.m.

Open Forum – No public comment.


Motion by Rash, second by Moore, to approve Christiansen Tree Service’s bid to remove two trees at 500 S. 6th Street in the amount of $1,780.00 with reimbursement by property owner in the amount of $725.00 upon completion. Voting: Ayes – 5. Motion carried.

Motion by Rash, second by Young, to approve Bock Concrete’s bid to tear out and replace ADA curb ramp pads at 500 S. 4th Street and 600 S. 4th Street in the amount of $1,850.00. Voting: Ayes – 5. Motion carried.

Motion by Meier, second by Rash, to approve minutes as typed for the previous meeting. Voting: Ayes – 5. Motion carried.

Motion by Moore, second by Meier, to set May 26, 2017 as the pool opening date for the 2017 season. Voting: Ayes – 5. Motion carried.

Motion by Rash, second by Moore, to approve Eagle Vision’s request for street closings, barricades and parade route for Eagle Days on June 24, 2017. Voting: Ayes – 5. Motion carried.

Motion by Moore, second by Schukei, to approve Paint the Sky Productions’ fireworks display at the Eagle Community Park during Eagle Days on June 24, 2017. Voting: Ayes – 5. Motion carried.

Motion by Rash, second by Moore, to go into executive session at 7:52 p.m. to discuss Steph Hestermann’s six-month employee evaluation and to prevent needless injury to the reputation of the employee.  Voting: Ayes – 5.  Motion carried.

Chairperson Moore said the board has come out of executive session at 8:02 p.m. after discussing Steph Hestermann’s six-month employee evaluation.

Motion by Rash, second by Moore, to increase Steph Hestermann’s wage to $12.00 per hour. Voting: Ayes – 5.  Motion carried.

Motion by Rash, second by Moore, to go into executive session at 8:10 p.m. to discuss hiring of a full-time maintenance employee and to prevent needless injury to the reputation of applicants. Voting: Ayes – 5. Motion carried.

Chairperson Moore said the board has come out of executive session at 8:36 p.m. after discussing hiring of a full-time maintenance employee. No action taken.  

The meeting was adjourned at 8:37 p.m.

to the Village Office
at 540 C Street.
