VILLAGE OF EAGLE
June 6, 2017

The Village Board of Trustees met in regular session at 7:00 p.m. on June 6, 2017 with Moore, Young, Rash, Schukei and Meier present. The Agenda items listed thereon were sufficiently descriptive to give the public reasonable notice of the matters to be considered at the meeting. The Chair, at the beginning of the meeting, informed the public about the location of the posted current copy of the Open Meetings Act. Chairperson Moore named the three (3) areas where the agenda was posted as follows: Community Building, Village Clerk’s Office, and Eagle State Bank.

Open Forum – Terry Caddy asked if lifeguard certification reimbursements will be made by the Village of Eagle this year. Moore said yes.

Motion by Schukei, second by Rash, to approve Eagle Vision’s Special Designated License for Eagle Days on June 24, 2017 from 6:00 p.m. to midnight contingent upon proof of special event insurance coverage. Voting: Ayes – 5. Motion carried.

Motion by Young, second by Rash, to approve three portable toilets for Eagle Days being held on June 24, 2017. Voting: Ayes – 5. Motion carried.

Motion by Rash, second by Schukei, to approve Eagle Vision’s request for waiver of vendor fees for Eagle Days on June 24, 2017. Voting: Ayes – 5. Motion carried.

Motion by Rash, second by Meier, to approve the agreement with NCT Investments, LLC to purchase emergency siren pole at 509 South 4th Street. Voting: Ayes – 5. Motion carried.

Motion by Rash, second by Moore, to approve Schmader Electric’s proposal to relocate emergency siren from 4th & D Street to the Village of Eagle property north of 5th & D Street in the amount of $2,500.00. Voting: Ayes – 5. Motion carried.

Motion by Rash, second by Young, to approve purchase of spare submersible transducer for lift stations from HTM Sales in the amount of $748.00. Voting: Ayes – 5. Motion carried.

Motion by Rash, second by Meier, to introduce Ordinance 2017-06. Voting: Ayes – 5. Motion carried.

ORDINANCE NO. 2017-06

AN ORDINANCE OF THE VILLAGE OF EAGLE, CASS COUNTY, NEBRASKA, TO AMEND THE OFFICIAL ZONING MAP OF THE VILLAGE OF EAGLE, NEBRASKA, PERTAINING TO THE FOLLOWING-DESCRIBED REAL ESTATE, TO WIT: TAX LOT 23 (OUTSIDE CITY) LOCATED IN THE SOUTHWEST QUARTER OF SECTION 21, TOWNSHIP 10 NORTH, RANGE 9 EAST OF THE 6TH PRINCIPAL MERIDIAN, CASS COUNTY, NEBRASKA FROM AGRICULTURAL (AG) TO LIGHT INDUSTRIAL (I1) AND TO PROVIDE THAT THE CHAIR AND THE APPROPRIATE DEPARTMENT, WHETHER ONE OR MORE OF THE VILLAGE OF EAGLE, NEBRASKA, ARE AUTHORIZED AND DIRECTED TO IMPLEMENT THIS ORDINANCE; TO PROVIDE FOR THE SEVERABILITY OF ANY SECTION, CLAUSE, OR PROVISION OR PORTION FOUND UNCONSTITUTIONAL OR INVALID; TO PROVIDE FOR THE REPEAL OF ALL ORDINANCES IN CONFLICT HEREWITH; TO PROVIDE THAT THIS ORDINANCE SHALL BE PUBLISHED WITHIN THE FIRST 15 DAYS AFTER ITS PASSAGE AND APPROVAL EITHER IN PAMPHLET FORM OR BY POSTING IN THREE PUBLIC PLACES IN THE VILLAGE OF EAGLE, NEBRASKA, AND SHALL BE IN FULL FORCE AND TAKE EFFECT FROM AND AFTER ITS PASSAGE, APPROVAL, AND PUBLICATION, AS PROVIDED HEREIN; AND TO PROVIDE THAT THIS ORDINANCE SHALL NOT BE MADE A PART OF THE ZONING ORDINANCE OF THE VILLAGE OF EAGLE, NEBRASKA.

Chairperson Moore said the board has come out of executive session at 8:09 p.m. after discussing the hiring of a full-time maintenance employee. No action taken.

Motion by Moore, second by Rash, to go into executive session at 8:11 p.m. to discuss water, sewer and maintenance policies and procedures and to protect the reputation of employees. Voting: Ayes – 5. Motion carried.

Chairperson Moore said the board has come out of executive session at 8:32 p.m. after discussing water, sewer and maintenance policies and procedures. No action taken.
